Yes. As per Valdez Municipal Code 6.12.030 - All dogs must be vaccinated against Rabies, Hepatitis, Distemper and Parvo virus.
All animals must be properly restrained to prevent it from running at large. Restraint is defined as physical confinement, as by leash, chain, fence or building. Please help prevent accidents and injury by keeping your pets on leash.

Yes. As per Valdez Municipal Code 6.08.010 - All animal litter deposited on any public or private property not possessed by the owner or custodian must be disposed of in a sanitary manner.

If you violate the provisional license restrictions, you could lose your license and have to pay a $200 fine. You'll also receive two points against your driving record for breaking the restrictions. You must visit the DMV in person once the provisional period is up to have the restriction removed from your license.
